Korea��s sole resource is its people. It does not have a vast territory and not a drop of oil lies under it. It has no choice but to nurture its people and carve out its own fate in the world. Recently,[link widoczny dla zalogowanych], the Korea Advanced Institute of Science and Technology (KAIST) and POSTECH have offered a new road for survival in a country whose people are its only resource.
Immediately after his inauguration in July last year,[link widoczny dla zalogowanych], KAIST President Suh Nam-pyo abolished the personnel committees at each department and colleges. In the past, the hiring and evaluation of professors had to undergo the scrutiny of three separate personnel committees: one at the departmental level, another at the college level and a final one by the main university office. The selection of one professor required the consent of more than two-thirds of the faculty of that department. Suh made it possible for president and department heads to hire teaching staff based only on their abilities and achievements, without having to worry about the opinions of other faculty members.
Last month, KAIST shocked the country��s educational circle by disqualifying 15 out of 35 applicants for tenured posts during the evaluation process. KAIST did not assign any classes to two professors who had received less than two points out of possible five in a student evaluation last fall. And the 15 professors who got between two and 2.5 points were given warnings. The professors must be under a tremendous amount of stress, but the quality of their classes has improved drastically.
There are no tuition fees at KAIST, but starting next year, around 6 percent of its student body whose grade point average is below 2.0 will have to pay W15 million (US$1=W916) a year. Students with a GPA of between 2.0 to 3.0,[link widoczny dla zalogowanych], who make up 30 percent of KAIST��s student body, will pay tuitions according to their GPA level. A student with a 2.5 GPA will pay W7.5 million in tuition. There is no choice but for professors and students to radically change the way they have been pursuing knowledge.
It was POSTECH that led the way in the rigorous evaluation of its faculty. It implemented a performance-based system in 2004 and lopped off 20 percent of their annual pay. POSTECH awarded that money as incentive payments to professors depending on the results of their research projects and the scores students gave to their lectures. The difference in that incentive payment between the top performing professor and the poorest performing one was 7.9 times. The input of the department head accounts for 72 percent of the evaluation, while the input of POSTECH��s president accounts for 28 percent.
The yardstick of performance is how many articles were published in prestigious journals and the amount of research funding a professor was able to win from outside sources. When those measures were implemented, the number of articles published in journals that fall into the science citation index (SCI) level, which covers 6,400 of the world's leading journals of science and technology,[link widoczny dla zalogowanych], rose from 332 in 1996 (1.6 articles per professor) to 939 in 2005 (4.4 articles per professor). In the Times World University Rankings, POSTECH��s position in terms of its research papers cited by others rose from 56th place in 2004 to 49th in 2005 and 25th in 2006.
The key players when it comes to improving the level of a university are its professors. If one top-notch professor produces a distinguished research result, that university and that laboratory attract top-level talents. That��s why top universities around the world scout the best professors by offering exceptional compensation packages. In 2005,[link widoczny dla zalogowanych], the Swiss Federal Institute of Technology Zurich,[link widoczny dla zalogowanych], which produced 21 Nobel Prize winners, promised US$180 million in support for three years to Prof. Rudi Aebersold, who is the world��s leading expert in system biology. Princeton University formed what is called the ��faculty incentive fund��, which is used to hire around four top professors each year.
Seoul National University College of Engineering failed in its bid this year to hire professors since talented academics shunned it. Prof. Kim Doh-yeon, who recently completed his term as the dean of the engineering school at SNU, said aside from the six to seven professors who retired,[link widoczny dla zalogowanych], there was no movement at all among the college��s 300 faculty members. KAIST President Suh delivered a speech to SNU professors last month and said the reason why that university was not emerging as a top-notch university in the world was due to its professors.
The revolutions taking place at KAIST and at POSTECH are paths to survival that any university seeking to become a research-oriented institution of global standards cannot afford to ignore. The main problems are the endemic problems and barriers existing in Korea. It is unclear whether KAIST will be able to keep on disqualifying unqualified faculty in evaluations next year and the year after that. That��s because most of disqualified ones at KAIST are far more qualified than their peers at other universities in Korea. But in a market with almost no openings and nowhere to move to for failed professors, the faculty may attempt to put collective resistance. At top U.S. universities such as Harvard and MIT, over half of the professors move to other universities due to intense competition. The job market for professors must be opened in order for this system of academic evaluation to take root.
Another obstacle is Korea��s system of directly electing university presidents. Under a system where professors directly elect a president,[link widoczny dla zalogowanych], there can be no way to evaluate the faculty fairly. How can the elected objectively evaluate those who elected him or her? During the 361 years of Harvard University��s history, there have been only 28 university presidents. There were four different presidents during the 54 years since 1953. The system of directly electing university presidents must be abolished.
In a lecture in September last year,[link widoczny dla zalogowanych], KAIST President Suh questioned why a director at the Ministry of Planning and Budget needs to interfere in the number of professors retained by a university. He had to write a letter of apology after university officials advised him it would be unwise to get on the bad side of the ministry that controls the university��s funding. The present system,[link widoczny dla zalogowanych], where heads of departments and section chiefs at government ministries meddle in university affairs, ranging from the establishment of new departments,[link widoczny dla zalogowanych], merging of majors and even the number of students, must come to an end quickly.
In the U.S., there are 10 universities whose annual budget is more than W2 trillion and 50 universities whose annual budget is more than W1 trillion. KAIST��s annual budget is W300 billion, while POSTECH��s is W200 billion. KAIST tried to borrow W100 billion from a bank to open seven research centers, but was blocked by the government.
